τα μέσα, τα μισά

Could you please help me understand the difference between these two expressions?  For instance, towards the middle of July is προς τα μισά του Ιουλίου, isn't it? And what about προς τα μέσα?  Is it wrong to say προς τα μέσα του Ιουλίου? If it is, could you please tell me, when προς τα μέσα is used? Thank you very much!

  Actually, the correct way uses τα μέσα:
τα μέσα (του) Ιουλίου = the middle of July
προς τα μέσα (του) Ιουλίου = towards the middle of July

Similarly in expressions such as:
τα μέσα της δεκαετίας του ΄90 [ενενήντα] = the middle of the '90's decade (i.e., of the 1990's)
τα μέσα του 20ου [εικοστού] αιώνα = the middle of the 20th Century

While it's conceivable that you might sometime hear someone use τα μισά, this is definitely not the norm.
